Ishwar Chand Gupta was born in the year 1973 at Gorakhpur. He did A.M.T. (2 year) Diploma in Art Master Training – College of Arts & Crafts, Lucknow University in 1993, B.F.A. from Faculty of Visual Arts, B.H.U. Varanasi in 1997 and M.F.A. in painting from Faculty of Visual Arts, B.H.U. Varanasi in 1999. He cleared U.G.C. Net in 1999 and Ph.D. (Painting) Rohilkhan University, Bareilly in 2005. He is working as Asst. Professor, Dept. of Drawing and Painting, D.S. (P.G.) College, Aligarh (U.P.)
